Genbukan is ninjutsu. Shoto Tanemura trained with Masaki Hatsumi and Toshitsugi Takamatsu. This is why so many Gengukan and Bujinkan students train together. Both systems are very similar but since both are comprised of different styles they do have their differences. Both have a strong foundation in Tagakuri, Gyokko, Gikan ryu, Koto ryu, Shenden fudo ryu and kukishen. The Genbukan was only drawn from different experience with other ryu that Tanemura studied. Both Tanemura and Hatsumi try to stay away from the term "ninjutsu" when referring to their system due to the stereo type the mass majority has on that term. Which is why Tanemura calls his system Genbukan Ninpo Bugei and Hatsumi's is Bujinkan Budo Taijutsu and not ninjutsu.
