Why? Ok let me rephrase.

Which art emphasizes ground more, Sambo or Kodokan Judo? Obviously BJJ and Kosen Judo do even more than those two.

Depending on what school you train at, it can be accurately concluded that both are primarily throwing systems when it comes to their sport applications.

What cannot be argued is the fact that there are many, many more people doing Judo than Sambo, especially at the elite level. Thus the talent pool is much deeper in Judo.

To further confuse the issue we try to hypothetically determine which player has a better specialized game? The answer is...it depends. There are YMCA Judo Black Belts in the USA and experienced Sambo players from Russia who get tied in knots by one year BJJ students. There are also excellent Judo newaza specialists and Sambo leg lock specialists who are a handful on the mat for anyone.

It simply depends on the school, it's emphasis and of course the athlete him/herself.

I've watched clips and it seems the referees in sambo allow sambo practitioners a better chance and more leeway for grappling.

Sometimes it seems like Judo refs stop it prematurely.. What's with that? And what's with guys that standup voluntarily after hitting the mat even though they did the throwing? *scratches head*

I was told it is assumed that you are beating them, and that by that time they will be incapacitated.

Ippon throw == knocked out, right there on the concrete.
Wazari == Hurt'em bad, now you're grappling and beating them, until your 20 seconds is up. It is assumed that they are now unable to fight.

But that is just what I've been told.
