Let's go out on a limb and say there are always those that haven't crossed the line to quite being a malefactor, but a group of shoplifters sharing the means and knowledge to shoplift better and stating that it improves store security is still crappy at its best.
A close knit group sharing tidbits on how to "emotionally," or in the case of epileptics, physically harm others just strikes me as a weird subterfuge for people getting off on hurting people and liking it. Then rationalizing away around the whole thing saying that they are doing a service by showing the shortcomings of your cyber defenses. Practical jokes that cause harm are not jokes, especially if those behind the curtains are the only ones chortling.
The problem arises when you have what essentially becomes a no-touch white collar crime when compared to someone breaking into your house. Crap is crap, despite where it comes from and even if it is a little more sterile coming from the cyber world.
