They are not.

"Nightstick" refers to the conventional staight police baton, whereas the police version of the tonfa is the PR-24.

Of the two, I'd have to say that the ordinary straight baton is the superior weapon.

Oh, my bad. In the antipodes we refer to the tonfa thingy as a nightstick. Just another example of crossed wires. [IMG]http://www.fightingarts.com/forums/ubb/redface.gif[/IMG]

Incidently, tonfa are banned in Australia, but you can have these:

Proscribed: "Nightstick or any other similar article consisting of a baton, staff or rod that is made of any hard substance and has fixed to one side a handle, whether or not that handle is permanently fixed."

Perhaps, however, wouldn't the unique shape of the tonfa allow for force and momentum to be applied in a more direct manor? Also, I feel the tonfa would hold the advantage in a defensive situation, being that with it's shape it would play off the natural urge to block with the forearm. However, I'll be honest and say I really have no formal marital arts training what-so-ever, and am only stating opinions and theories.
