It's a legitimate question, basically this is how it works; On average, men are able to become physically stronger than women, this is just a physiological thing. That's just a fact of life for being human.

But remember that does not mean that all men can become stronger than all women. Some men may have different bodies than some women and unable to reach the same strength as some women can, and vice versa.

On average I would say that men are generally stronger than women in the west, but it is more due to lifestyle habits than anything else. Only when you get to the very pinnacle of strength / weight training do you start to see physiological male/female strength barriers come into play.
