The Tan Tien is located approximately 2" below the navel.

To focus on the tan tien you may want to start by focusing your breath to drop to the area when inhaling.

I see absolutely nothing wrong in trying to translate concepts from TCM to western terms, in fact I think it may serve some purpose, but if the translater is lost in both worlds, understanding the meaning of such endeavour can be a bit of a struggle...
