Just recently attended an instructor course for the Lateral Vascular Neck Restraint. It was interesting and had some applications that are often overlooked when MA people try to teach Judo/ JJ to cops. Has anyone had experience with the program?

Yes, have been certified in it for a few years.

What are your thoughts about it?

Worked well in a number of real world applications. Don't try it when there is more than one bad guy without lots of back up to cover you. Not a big advocate of the technique where you end up with them on top of you-I prefer taking them down to a kneeling position. Also taking the free arm and snaking it behind the head to apply forward pressure is faster and more effective then pressing with your head.
